Reform of rural residential land in Fenghuang

In recent years, Fenghuang County has deeply promoted the reform of rural residential land, which has injected vitality into rural development.

Strengthening village collective economy

The reform of rural residential land is in full swing in Ala’ying Town. As of early September this year, by carrying out the work of paying for the use of rural residential lands, Ala’ying Town had collected 880,000 yuan in fees for the paid use of residential land. The money is used for infrastructure construction and livelihood projects in the town. Furthermore, the problems bothering poor families in their daily life can be solved thanks to the money from the village collective economy.


Developing industrial economy

With the deepening of residential land reform, some enterprises also began to try new exploration. Hunan Tianxia Fenghuang Tea Co., Ltd. centralized lands of park farmers and realized the dividend of land equity industry through combining local poor households and the company’s development projects.

Hunan Tianxia Fenghuang Tea Co., Ltd. leased a dozen old and idle traditional rural houses of adobe and wood structure in Badouqiu Village, Liaojiaqiao Town. For some old houses used by the farmers, whose appearance and main structure were in disrepair, the company paid for the repair so that the houses could become safer and more comfortable for residents to live in while presenting more beautiful architectural unity. For another part of houses lying idle, the company carried out a deep level of protective maintenance, changing them into the small Miao real-life experience area, showcase area of Fenghuang tea industry, area for guests to make tea by hand, and personalized homestay inns on the theme of tea culture.

At present, the projects of Hunan Tianxia Fenghuang Tea Co., Ltd. are still going forward. Among them, the rural house revitalization is not only a project of cultural tourism integration, but also plays a role in preserving the integrity of the rammed earth architecture of these old rural traditional houses, so that traditional cultures can be passed down.


Liberating market factors

The reform of rural residential land revitalizes not only the land but also the farmers on this land. When the idle land is effectively used, the two-way circulation of farmers into city and citizens to countryside is realized at the same time, which can also achieve benefits for local economy. Hunan Tianxia Fenghuang Tea Co., Ltd. gives hiring priority to poor households as tea garden workers and long-term fresh leaf picking workers, and provides them with stable and long-term income, which is expected to directly increase the number of jobs for more than 600 people, and the labor force driven by industry will grow to more than 10,000. In the future, adhering to its root in countryside and coordinated development with regional farmers, the company will solve the employment problems of local residents and work together to revitalize the rural area.

Exploring the “separation of powers”

The villagers of Zhushan Village use idle traditional dwellings and house land to invest in the village collective economy. The village collective economic organization rents these houses to enterprises to develop rural tourism, from which the villagers receive rents and has successfully created the “Love in Zhushan” Scenic Area. The people from Laojia Village use traditional villages and idle house lands to invest in the village collective economy. The village collective economic organization joins hands with enterprises to develop rural tourism, successfully creating Laojia Village Scenic Area. The villagers of Lahao Village join the tourism cooperatives led by the village collective economic organization with idle farm houses. Sinopec invested funds in cooperatives. The village collective economic organization unified the maintenance and transformation of the idle farm houses. After the renovation, they were handed over to enterprises to develop forest folk customs, and four were divided into dividends according to shares. On the basis of ensuring the eligibility rights of farmers, efforts are being made to explore cross-regional protection of residential lands and establish channels for acquiring them within the county (across townships and villages). By means of bidding for selected positions, members of collectives in other places can adopt the paid use of residential lands for building houses across townships and villages. Meanwhile, farmers are allowed to go to the urban areas as well as other provinces and cities, retaining the right to return at any time to apply for a residential land to build a house. And endeavors will be made to open up the channels for urban residents to go to the countryside and encourage the flow of capital from the city to the countryside. The financial needs of farmers will be strongly guaranteed, and rural revitalization will be boosted through the use of residential lands in forms of leasing or cooperation.
